To safeguard the spirit of multiculturalism and the basic rights and interests of new immigrants, the Ministry of the Interior shall establish National New Immigrants Development Agency (hereinafter referred to as “the Agency”) to undertake centralized planning and coordination, and to administer matters relating to new immigrants.
1The Agency shall be in charge of the following matters:
21. Overall planning, research, consultation, coordination, and promotion of policies, institutional framework, and laws and regulations relating to new immigrant affairs.
32. Formulating, prescribing, periodically surveying, and reviewing overall support measures for new immigrants.
43. Planning, management, and oversight of the New Immigrants Development Fund.
54. Planning, coordination, and promotion of services for new immigrants.
65. Planning, coordination, and promotion of incentive and subsidy programs for new immigrants’ language learning, academic research, and professional talent development.
76. Planning, coordination, and promotion of care and assistance, support for disadvantaged new immigrants, and employment services.
87. Planning, coordination, and promotion of incentives and subsidies for language-friendly environment measures and interpretation services for new immigrants.
98. Planning, coordination, and promotion of incentives and subsidies for media enterprises to produce and broadcast content relating to new immigrants.
109. Planning, coordination, and promotion of new immigrants’ participation in public affairs and multicultural exchange.
1110. Planning, coordination, and supervision of the management of cross-border marriage matchmaking.
1211. Other matters relating to the development of new immigrants.
The Agency shall have one Director-General at senior grade 13, and one Deputy Director-General at senior grade 12.
The Agency shall have one Chief Secretary at senior grade 11.
To meet operational needs, the Agency may, upon approval by the Executive Yuan, assign personnel to overseas duties, which shall be governed by the Organization Act of Diplomatic Missions of the Republic of China (Taiwan).
The ranks, grades, and authorized staffing levels of the Agency shall be prescribed separately in the staffing table.
This Act shall come into effect three months after its promulgation.
