Organization Act of the National Academy for Educational Research, Ministry of Education.

The National Academy for Educational Research (hereinafter referred to as NAER) is established by the Ministry of Education for the long-term undertaking of comprehensive and systematic research on education, to advance the sustainable development of national education.
1NAER shall undertake the following matters:
21.Conducting research on educational systems, policies and issues.
32.Providing information and professional consultation for policy making.
43.Evaluating educational needs and surveying opinions on educational policies.
54.The research and development of curriculum, pedagogy, teaching materials and textbooks, educational benchmarks and academic performance indicators, test and assessment instruments, and other educational approaches.
65.Compiling and translating academic glossaries, reference books and other significant publications.
76.Developing and integrating educational resources, and establishing, managing and utilizing educational information systems.
87.Conducting training and workshops for educational personnel.
98.Formulating and implementing plans for the comprehensive development of educational research.
109.Disseminating educational research results and promoting academic exchanges and collaboration.
1110.Other matters relating to national educational research.
NAER shall have one President (with qualification requirements equal to those of a university president), and two Vice Presidents (with a civil servant rank of Grade 12). One of the Vice Presidents may be appointed, if necessary, with the qualification requirements equal to those of a college dean.
NAER shall have one Chief Secretary with a civil servant rank of Grade 11.
The official ranks, grades and prescribed number of personnel of NAER staff shall be stipulated in a separate organizational chart.
Current contract employees hired under the Provisional Employment Management Regulations prior to the enforcement of this Act, who do not possess the qualifications for civil servant appointment, may continue to be employed by NAER in vacant associate clerk positions until they leave those positions.
The date this Act enters into force shall be decided by the Executive Yuan.
