The Standards are prescribed in accordance with the provisions of Article 17 and Paragraph 2 of Article 15 of the Act Governing Food Safety and Sanitation (hereinafter referred to as "this Act").
Foods with specific sanitation standards shall comply with those respective standards. Otherwise, it shall comply with these standards.
Foods for sale shall exhibit normal, reasonably acceptable characteristics, flavor and color, and shall not exhibit discoloration, uncharacteristic odor or flavor, abnormal coagulation or precipitation, contamination, visible mold, foreign matter, insects, or parasites resulting from poor hygiene, poor quality or improper processing control.
Unless otherwise specified by other standards, the maximum levels of metals, mycotoxins, other contaminants and toxins in foods shall comply with the “Sanitation Standards for Contaminants and Toxins in Foods”.

1Water for food production:
21. Water used for producing edible ice cubes, beverages, bottled and packaged drinking water shall comply with the “Drinking Water Quality Standards” established by the competent environmental authority.
32. The bromate content in bottled and packaged drinking water shall not exceed 0.01 mg/L.
1The caffeine content of packed beverages:
21. Caffeine content of tea and cocoa shall not exceed 500 mg/L.
32. For beverages other than tea, coffee, or cocoa, the caffeine content shall not exceed 320 mg/L.
1For infant formula, follow-up infant formula, infant formula for special medical purposes, and cereal-based food for infants under 12 months of age, the residual pesticide content shall not exceed 0.01 ppm, where if the limit of quantitation of specific pesticide testing is greater than or less than 0.01 ppm, the limit of quantitation shall be adopted.
2Violations of this Article shall be sanctioned in accordance with violation Subparagraphs 5 of Paragraph 1 of Article 15 of this Act.
1The Standards shall be implemented on January 1, 2019.
2The amendments promulgated on December 10, 2020 shall be implemented on July 1, 2021.
