Regulations Governing the Reduction, Exemption or Subsidization of Expenses for Reproductive Health Measures

These Regulations are formulated in accordance with the provisions stipulated in Paragraph 2 of Article 16 of the Reproductive Health Act.
1The reproductive health measures for expense reduction, exemption or subsidization of these regulations are as follows:
21. Examinations for genetic diseases:
3(1) Neonatal screening for inborn errors of metabolism identified by the central competent authority.
4(2) Confirmatory testing for positive results from neonatal metabolic screening identified by the central competent authority.
5(3) Thalassemia gene analysis.
6(4) Blood cytogenetic testing.
7(5) Prenatal genetic diagnosis, including cytogenetic testing, genetic testing, biochemical genetics, or other prenatal genetic testing.
8(6) Confirmatory diagnosis for the abortive tissue or stillbirth.
9(7) Other genetic disease examinations identified by the central competent authority.
102. Psychiatric disease examinations.
113. Fertility regulation services: intrauterine contraceptive device placement.
124. Sterilization procedures.
135. Induced abortion.
1Those who are eligible for the previous reproductive health measures shall be exempted from the relevant expenses.
2For the exempted expenses specified in the preceding paragraph, institutions providing the reproductive health measures may apply for subsidies from the competent authorities.
1The items, eligible recipients, amounts, service providers, and the competent authorities for processing applications related to the reduction or exemption of expenses for reproductive health measures stipulated in Article 2 are prescribed in Table 1.
2The areas with limited medical resources for reproductive health measures referred to in Table 1 of the preceding paragraph are prescribed in Table 2.
To apply for the subsidies of expense exemption or reduction related to reproductive health measures, institutions shall prepare the application form, case records and relevant documents.
The expenses for reproductive health measures subsidized under these Regulations shall be covered by annual budgets prepared by the competent authorities of the central and municipal governments.
1The Regulations take effect on the date of promulgation.
2The articles of the Regulations amended and promulgated on April 19, 2006 took effect on July1, 2006. The articles of the Regulations amended and promulgated on November 3, 2013 took effect on January 1, 2014.
