Article 1
This Regulation is prescribed by the Executive Yuan to strengthen collaboration with its subordinate agencies regarding the conduct of research, overall planning, coordination, review, resource allocation, supervision and evaluation for national development plans. (hereinafter referred to as research and evaluation matters).
Article 2
The National Development Council (hereinafter referred to as the NDC), National Science and Technology Council as the research and evaluation matters competent authorities (units) of agencies under the Executive Yuan, their collaborative responsibilities are as follows:
1.The NDC shall be responsible for the management of individual projects, social development projects, and public construction projects, while the National Science and Technology Council shall be responsible for scientific and technological development projects, with comprehensive coordination by the NDC.
2. The NDC will be responsible for the management of the administrative performance of the agencies under the Executive Yuan.
3. For other research and evaluation matters, the NDC may collaborate the agencies under the Executive Yuan for assistance as necessary.
Article 3
The research and evaluation matters competent authorities (units) of the agencies under the Executive Yuan may separately collaborate with counterpart agencies (units)、municipal governments and county (city) governments (hereinafter referred to as local governments) that are the research and evaluation matters competent authorities (units), and hold coordination meetings as necessary.
Article 4
Regarding matters such as compilation, revision, implementation, audit, review, and evaluation of administrative plans and budgets, the agencies under the Executive Yuan shall, based on the nature of the matter, forward duplicates to their research and evaluation matters competent authorities of agencies(units) under the Executive Yuan when submitting to the Executive Yuan.
Article 5
Agencies under the Executive Yuan and the agencies (units) of local governments that are research and evaluation matters competent authorities may strengthen collaboration and provide necessary information as necessary.
Article 6
Agencies under the Executive Yuan and the agencies (units) of local governments that are research and evaluation matters competent authorities shall strengthen collaboration with the operating units of their own agencies and subordinate units that are research and evaluation matters competent authorities as necessary.
Article 7
This Regulation shall come into force from the date of promulgation.
