These regulations are drawn up in accordance with Article 9, Paragraph 1 of the Medal Award Act.
1The Executive Yuan’s National Cultural Award (hereafter “NCA”) recognizes individuals making outstanding contributions to the preservation and enhancement of the Republic of China’s culture.
2Attachment 1 is an illustration of the NCA medal.
1Nomination for the NCA is held annually. The Ministry of Culture selects one up to five potential NCA recipients. The list of recipients shall be approved by the Premier.
2The following may nominate candidates by writing the candidate’s name and achievements:
31. NCA jury members;
42. Heads of cultural/academic organizations;
53. Heads of arts and cultural departments or institutes at universities; and
64. The responsible person of legally registered foundations or associations for the promotion of arts and culture.
Each NCA medal is given in conjunction with an Award Certificate, the format of which is illustrated as Attachment 2.
1The awards will be presented in a public ceremony. A monetary award will also be presented.
2An award may not be granted where any of the following applies. Where an award has already been granted, the Ministry of Culture may request, upon reporting to the Executive Yuan, the withdrawal or revocation of the award and the return of the medal, award certificate, and monetary award:
31. where there has been a serious breach of gender equality regulations;
42. where there has been a serious breach of labor regulations;
53. where there are falsehoods concerning the veracity of the claim to the prize; or
64. where the nation’s image or the rights and interests of citizens have been damaged.
These regulations shall be effective as of the date of promulgation.
