The Regulations Governing Electronic Game Machine and Electronic Game Arcade (hereinafter referred to as the "Regulations") are formulated according to Article 4-3, Article 5-3, Article 6-3 and Article 13 of the Electronic Game Arcade Business Regulation Act.
1The classification and classification standards of electronic game machine are as follows: 1.Education category (1)Physical exposure: no physical exposure, contents socially friendly (2)Violence, blood or horrors: no excessive violence, blood or horrors
2(3)Rewards to game players: scores only exchangeable for gifts, not to be used for betting
32.Steel ball category
4(1)Physical exposure: some physical exposure, contents still socially friendly
5(2)Violence, blood or horrors: violence, blood or horrors in contents
6(3)Rewards to game players: steel balls as rewards to players who manipulate steel balls 3.Entertainment category
7(1)Physical exposure: some physical exposure, contents still socially friendly
8(2)Violence, blood or horrors: violence, blood or horrors in contents
9(3)Rewards to game players: based on chance, rewards in exchange for gifts or used for betting Article 3
10The tasks of the Review Committee for Electronic Game Machine (hereinafter referred to as the "Review Committee")are as follows:
111.The determination of electronic game machine;
122.The review and classification of electronic game machine.
13The Convenor of the Review Committee will be served by the staff of Administration of Commerce, appointed by Ministry of Economic Affairs (hereinafter referred to as the "M. O. E. A."). There are 12 to 18 members that neither gender should occupy less than one third of the seats of the committee when composed, each at a tenure of two years and served by scholars, experts, representatives of guilds and associations and the Administration of Commerce concurrently with their regular positions.
1The tasks of the Review Committee for Electronic Game Arcade (hereinafter referred to as the
2"Review Committee")are as follows:
31.The determination of electronic game arcade;
42.The review and categorization of electronic game arcade.
5The Convenor of the Review Committee will be served by the staff of Administration of
6Commerce, appointed by Ministry of Economic Affairs (hereinafter referred to as the "M. O. E.
7A."). There are 12 to 18 members that neither gender should occupy less than one third of the seats
8of the committee when composed, each at a tenure of two years and served by scholars, experts,
9representatives of guilds and associations and the Administration of Commerce concurrently with

1The Convenor shall serve as the Chairperson of the Review Committee by convening a regular
2meeting each month and ad-hoc meetings when necessary. If the Convenor is unable to chair
3meetings, he/she may appoint a member of Review Committee to chair the meetings.
4The decision from the Review Committee requires the attendance by at least half of the members
5and the agreement by more than half of the attending members.
6The committee members should attend the meetings in person.
7To execute emergency response measures, the meetings of the Review Committee may be
8proceeded via document reviewing or video conferencing.
1When applying for the review and classification, the applicants shall ensure the machine complies with the relevant intellectual property laws and regulations; the following documents shall be submitted to the M.O.E.A. in the prescribed format, with all Chinese text in Traditional Chinese:

32.Description of the Electronic Game Machine (Appendix 2), four copies
43.Video files showing how to operate the electronic game machine
54.Photocopies of the certificates from manufacturers (e.g. factory registrations, importer/exporter
6registration)
75. Affidavit of Compliance with Intellectual Property Laws and Regulations for the Electronic Game Machine (Appendix 3).
8The 25th of each month is the deadline for applications. Any change in the deadline will be
9announced by the M. O. E. A. website.
1The Chinese text used for the name, cabinet, operating interface, and game screen of the electronic game machine shall be in Traditional Chinese.
2For reviewed and classified electronic game machines, in the event of failing to comply with the preceding paragraph, the competent authority may order that improvement be made by a specified deadline; failing which, the central competent authority may cancel the results of the review and classification.
3For electronic game machines reviewed and classified prior to the amendment of these Regulations on October 16, 2025, these newly manufactured or imported from the effective date of the said amendment shall be in Traditional Chinese.
4For electronic game machines reviewed, classified, and circulating in the market prior to the amendment of these Regulations on October 16, 2025, improvements shall be completed by the following deadlines; these remaining unimproved after the deadlines shall not be used for business:
51. Education and non-electronic game machines: September 30, 2028.
62. Entertainment and steel ball electronic game machines: September 30, 2030.
1The Review Committee shall make reviews based on the description of electronic game machines
2and the video files showing how to operate the electronic game machines. If necessary, the applicant may be invited to explain to the Committee.
3If the Review Committee believes further clarification is in order, the M. O. E. A. shall inform the
4applicant to make amends before deadlines. If the applicant fails to rectify the issue, the Review
5Committee may decide not to render a review.
6The Review Committee may decide not to render a review if there are other issues preventing the
7completion of review.
8The M. O. E. A. shall inform in writing of the applicant and make public announcements regarding
9the results of completed review. The applicant whose applications are not to be reviewed shall also be informed by the M. O. E. A. in writing.
1The business premises referred to in Article 5-2 of the Electronic Game Arcade Business
2Regulation Act is the premises of the same door plate number.
3The business premises of the same door plate number shall be limited to one electronic game
4arcade. However, it is possible to apply for different certificates of electronic game
5arcades by treating the same door plate number as multiple business premises if the
6following conditions occur:
71.The floor area is more than 300 square meters. There are dividing walls, and the external
8entrances are independent.
92.Belong to different floors, with independent external entrances.
1Electronic game arcade should purchase liability insurance for public accidents
2according to the Electronic Game Arcade Business Regulation Act. Each business premise is a
3policyholder, with the minimum coverage as follows:
41.Physical injury per person: NT$ 6 million
52.Physical injury per accident: NT$30 million
63.Property loss per accident: NT$3 million
74.Total insurance during the insurance period: NT$ 66 million
8The electronic game arcade shall renew the liability insurance policy for public accidents
9by adhering to the Electronic Game Arcade Business Regulation Act if the previous policy was
10purchased before the Regulations take effect.
1The Regulations shall take effect on January 1, 2019.
2The amendments to the Regulations shall take effect on the date of promulgation.
10The M. O. E. A. shall demand rectifications before deadlines for any of the following situations
11and will not accept the application if amendments have not been made before deadlines.
121.Qualifications of the applicant not meeting the requirements;
132.Any wrong format or missing documents and data.
